The Los Angeles Police Capt. Hayes was arrested on a new draft law and booked at juvenile detention center Tuesday after a fire, wounding two students.
Police questioned the suspect and his mother for several hours and working together. Hayes said the boy expressed remorse and his mother is concerned about the victims.
Hayes said it was "unlikely" that the shooting was an accident, but the boy was negligent gun to school to tell. And killed two students and one of them still in critical condition.
